Are these compatible with small jewel cichlids in a 90 gallon bowfront?

No, the jewels will bully the Ctenopomas. Ctenopoma ansorgii is an extremely nice fish, though. They are labyrinth fish - African cousins of bettas and gouramies.
The male has bigger fins and clearer colors than the female. The picture you linked to is clearly showing a male.
