Severe Hurricane

why are the effects of a hurricane more severe in LEDC'S compared to MEDC'S?
also how does the government help both ?
The buildings and structures in a LEDC may not be built as well or as stable as in a MEDC. For example, a building built from lighter materials with fewer building regulations may not survive a hurricane as well as a building built with concrete and steel that sits on bedrock.
The destructive effects of a hurricane on an infrastructure with fewer weather and earthquake safeguards will certainly cause more damage. A developed infrastructure that includes a storm drain system, buried utilities and developed roads/highways may see minor damage even in a strong hurricane.
